The highway, formerly known as the Melville Hall to Pond Casse road, was renamed after Dr. Nicholas Liverpool, who served as the 7th President of Dominica from 2003 to 2012.

The road is 28.7 km (17.83 miles) long and runs north-south from Marigot (the largest settlement of Saint Andrew Parish) to Pont Cassé (in the Saint Paul Parish), where it connects with Imperial Road.

The road is totally paved. This is a scenic winding mountain road with stunning views. However, rock slides can occur at any time.
